A municipal website for East Bangor Borough in Northampton County, PA, built so residents can find agendas, permits, park rentals and emergency contacts fast.
East Bangor Borough is a small municipality in the Slate Belt of Northampton County, PA. Cosmick Media designed and developed the borough’s website, which still credits us in the footer.
The site is the go-to place for council and Municipal Authority agendas, zoning and permit information, park pavilion rentals and emergency service contacts.
East Bangor is a small borough in the Slate Belt of Northampton County, Pennsylvania. Like most small towns, it runs on a lean staff. So good municipal website design here comes down to one job: answer residents’ questions before they pick up the phone.
We designed and built the East Bangor Borough website with that goal in mind. Today the footer still reads “Developed by Cosmick Media,” and the site remains the borough’s main hub for news, agendas and local services.
For years, residents were looking for the same handful of things over and over. When is the next council meeting? Do I need a permit to move? How do I rent the park pavilion? Who do I call about a fire hall event?
In addition, the borough wanted a place to post Municipal Authority and Borough Council agendas without waiting on a developer. In other words, staff needed to publish updates themselves, in minutes.
We kept the layout simple on purpose. Instead of a long dropdown menu, the header uses a row of large icons:
Each icon goes straight to its page. As a result, older residents and first-time visitors can find what they need without hunting. A left sidebar adds quick links to the photo gallery, town ordinances, local weather, winter storm information, PennDOT, state police and Amber Alert resources.

The Zoning page reads like a plain-language FAQ. It covers moving permits, yard sale limits, building and contractor permits, trash rules, snow removal and burning permits. It also explains the Certificate of Occupancy process, including who handles the inspection.
Meanwhile, the Park Rentals page lists pavilion pricing and the contact for the park board. Similarly, the Police page introduces the department and its mission. And the News page posts every council and Municipal Authority agenda in date order.

The site runs on WordPress with a custom theme. Borough staff post agendas and notices like blog posts, so nothing needs to be coded. Because the agenda posts are dated and searchable, residents can also look back at past meetings.
On phones, meanwhile, the icon menu collapses into a single navigation button, and the agendas stack into a clean, readable list.

A good municipal website design doesn’t need to be flashy. Instead, it needs to be clear, quick and easy for staff to keep current. East Bangor’s site does exactly that.

What the client brought to us.
Borough staff were fielding the same resident questions by phone again and again: meeting dates, permit rules and park rentals.
They also needed a way to publish agendas and notices on their own, without calling a developer each time.
How we tackled it.
We built a custom WordPress theme with a large icon menu (Police, Fire, Zoning, Area Info, Contact, News, Municipal and Park Rentals) plus a sidebar of quick links.
Zoning rules are written as a plain-language FAQ, and agendas are published as dated posts that staff can add in minutes.
